1.0       PURPOSE OF THE REPORT

 

1.1       To provide Council with details of reports received and decisions made by the Executive and any subsequent recommendations to Council since the last meeting of Council on 17 May 2023.

 

 

2.0       DETAILS OF THE MEETINGS

 

2.1       The following sections provide details of decisions made by the Executive and recommendations to Council since its last meeting on 17 May 2023.  The meetings were held on the following dates:  30 May 2023 (Performance Monitoring); 20 June 2023; 4 July 2023 and 18 July 2023.

 

2.2       30 May 2023 Executive (Performance Monitoring) Meeting

            The Executive Members met on Tuesday 30 May 2023.  Attending the meeting were:  Councillor Carl Les in the Chair and Councillors Gareth Dadd, Derek Bastiman, Michael Harrison, Simon Myers, Janet Sanderson, David Chance, Keane Duncan, Greg White and Annabel Wilkinson.

 

In attendance: Councillors Alyson Baker, Barbara Brodigan, Caroline Dickinson, David Ireton, Andrew Lee, Karin Sedgwick, David Staveley, Paul Haslam, Malcolm Taylor, Chris Aldred, Kevin Foster, George Jabbour, Peter Lacey, Sam Gibbs and Pat Marsh.

           

Substantive agenda items were:

 

·         Q4 Performance Monitoring and Budget Report

·         Community Networks

·         Skelton Newby Hall CE VC Primary School – School Closure Proposal

·         Levelling Up Fund – Catterick Garrison Town Centre Regeneration Project

·         Harrogate Transforming Cities Fund – Next Steps

·         Sale of Residential Development Land at Airedale Avenue, Skipton (Appendix B to this report was considered in private).

2.3       20 June 2023 Executive Meeting

            The Executive Members met on Tuesday 20 June 2023.  Attending the meeting were:  Councillor Carl Les in the Chair and Councillors Gareth Dadd, Derek Bastiman, Michael Harrison, Janet Sanderson, Keane Duncan, Greg White and Annabel Wilkinson.

 

In attendance: Councillors Paul Haslam, Kevin Foster, Lindsay Burr MBE, George Jabbour, John McCartney and Andrew Murday.

 

            Apologies received from Councillors David Chance and Simon Myers.

 

            Substantive agenda items were:

 

·         Proposal to amalgamate Caedmon College Whitby and Eskdale School

·         Recommendations following consultation on de-registration of Children’s Centres

·         Selby Area Garden Waste Service

·         Care Market Proposals for Craven

·         To consider the CIL proposals submitted by Ryedale District Council 29 March 2023.

2.4       4 July 2023 Executive Meeting

            The Executive Members met on Tuesday 4 July 2023.  Attending the meeting were:  Councillor Carl Les in the chair and Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.

 

In attendance: Councillors, Chris Aldred, Nick Brown, Caroline Dickinson, Kevin Foster, Bryn Griffiths, Paul Haslam, George Jabbour, John Mann, Monika Slater and Arnold Warneken.

 

Apologies were received from Councillor Michael Harrison.

           

Substantive agenda items were:

 

·         Amendments to the Council’s Constitution

·         Rural England Prosperity Fund – Grant Acceptance

·         Local Plan making for North Yorkshire – Recommended Change to the Council’s decision in respect of continuing Development Plan Documents

·         Local Electric Vehicle Infrastructure (LEVI) Fund Allocation

·         Review of 20 mph Speed Limit Policy

·         Area Constituency Committee Feedback Report

·         Schools Condition Capital Programme 2023/24 (Appendix B confidential).

2.5       18 July 2023 Executive Meeting

            A meeting of the Executive is scheduled for 18 July 2023 but this report to Council was published before that meeting took place and so details of the agenda items are included, as below:

 

·         Adoption of the Parish Charter

·         Local Authority Housing Fund

·         North Yorkshire Council Statement of Community Involvement consultation draft

·         Future delivery of the Minor Adaptations Service

·         North Yorkshire Council Climate Change Strategy

·         Recharging Parish and Towns Councils for by-elections

·         Adult Learning and Skills Service Accountability Statement

·         Member Champion update.

 

A verbal update will be provided at the meeting of Council.

3.0       MATTERS FOR APPROVAL/INFORMATION AT COUNCIL

 

3.1       The Executive considered the reports and resolved to recommend the following to the meeting of Full Council for consideration:

 

3.2       Amendments to the Council’s Constitution

This item was considered at the meeting of the Executive on 4 July 2023, where Executive recommended to Council on 19 July 2023, that the proposed changes be made to the Constitution.

           

RECOMMENDATIONS:

 

That the following be recommended to Council for approval:

i)      The suggested miscellaneous amendments as set out in the amendments chart in Appendix 1 of the report;

ii)     The suggested amendments to the membership of the Health and Wellbeing Board and its Terms of Reference as set out in Appendix 2 of the report;

iii)   The suggested amendments to Council Procedure Rule 5.2 as set out in paragraph 5.3 of the report;

iv)   The suggested amendments to Council Procedure Rule 9 as set out in paragraph 6.1 of the report;

v)    The suggested amendments to Council Procedure Rule 15.1 as set out in paragraph 7.2 of the report; and

vi)   The suggested amendments to Council Procedure Rule 17 as set out in paragraph 8.1 of the report.

3.3       Local Plan Making for North Yorkshire – recommended change to the Council’s decision in respect of continuing Development Plan Documents

This item was considered at the meeting of the Executive on 4 July 2023, where Executive recommended to Council on 19 July 2023, that work on the Ryedale Local Plan review be halted and that work undertaken to date be considered, as appropriate, in the preparation of the new Local Plan for North Yorkshire.

           

RECOMMENDATION:

 

That work on the Ryedale Local Plan review be halted and that work undertaken to date be considered, as appropriate, in the preparation of the new Local Plan for North Yorkshire.
